According to research “Getting from Here to There: To an Ideal Early Preschool System” published by Frank Porter Graham Child Development Institute in the Spring 2004, changing the early childhood service systems will require a common support system.
- One technical assistance (TA) program
- A single approach to evaluation
- A central data repository instead of having fragmentary information of limited value.
- A series of mechanisms designed to communicate with the diverse customers
- A comprehensive planning unit to integrate the future efforts and needs of the various groups
- Standards that cut across the various service delivery sectors
R&D is a strategic mix of activities designed to se ek synergistic combination of data and information processing capacity of information technologies, and the creative and innovative capacity of human beings. R&D has established 5 systems change areas that are recognized as important for improving system performance in achieving better results for children and families.
- Stronger Safety Net : Provide leadership on critical and emerging issues to mobilize and advance the early childhood sector and thus advance our community.
- Results Based Accountability : Evaluate effectiveness, accessibility, and quality of early childhood services
- Timely Linkage to Needed Services : Maintain a web based community wide data management systems that link people to needed services.
- Developing Public Will: Create a broad-based constituency for children, sustainable over a series of issues to advance children's agenda at the local and state levels
- Enhanced Individual and Community Capacity : Build the capacity of organizations to achieve mission-driven results
