Technical Assistance and Building Evaluation Capacity

In support of two of PFC’s key purposes of evaluation—to inform learning and to guide program improvement—PFC provides a technical assistance and capacity-building component for the evaluation. The overall purpose of building evaluation capacity is to enhance key stakeholders’ understanding of uses and limitations of evaluation while promoting and increasing all stakeholders’ ability to optimally utilize evaluation results for planning, reflection, and decision-making. Technical assistance will be provided either individually or in groups to:

  • Assist DSP’s with streamlining goals, objectives and outcomes.
  • Assist DSP track and measure outputs and outcomes.
  • Assist DSP’s in developing appropriate evaluation plans according to prescribed proposals, contracts, goals and objectives.
  • Further develop DSP data tracking mechanisms for data collection, which may include reviewing current data flow mechanisms (logs, spreadsheets, databases, etc).
  • Offer assistance regarding the PFC Quarterly Reporting system, i.e., education, support, demonstrations, etc.
  • Develop evaluation plans for grant applications and other proposals requiring evaluation plans.
  • Review raw data, aggregated data, reports and other documents related to data collection and/or evaluation for assimilation of data into a report.
  • Provide professional advice regarding best practices and methodologies in evaluation to better meet goals and objectives.
  • Provide education about evaluation in general, i.e., workshops or one-to-one consultation. Several technical assistance formats support this purpose, including:
    • Trainings/workshops at grantee convenings;
    • Periodic (e.g., annual) evaluation meetings to discuss findings, share learnings across funding initiatives, and to promote dialogue among grantees and with the Commission;
    • Periodic presentations at PFC meetings; and
    • Other ad hoc and as requested presentations and trainings.
