GRANT EVALUATION MANAGMENT SYSTEM

WHAT:

  1. GEMS is a comprehensive, web-based software system used to track, manage, and analyze complex funding and data collection efforts.
  2. GEMS grant evaluation and management system is the most advanced data system for outcomes-based, program evaluation and administration available.

WHY:

  1. Simplify client tracking, service delivery, program monitoring, outcomes management, and the reporting of results
  2. Better serve grantees and various funders by providing appropriate views into data.

HOW:

  1. Two-prong approach:   1) track information on funded programs & 2) track community indicators
  2. Multiple phases:   1) focus on PFC activities 2) expand to other community partners

SO WHAT:

  1. By combining data from across multiple programs, GEMS allows communities to answer a variety of questions about the services they are providing, including:
    1. What services are we providing?
    2. How severe are the issues?
    3. Who have we helped?
    4. What outcomes have been achieved?
    5. How much does it cost?
    6. What is having the most impact?
    7. What have we done and what should we change?
  2. Funders use GEMS to manage administrative and fiscal information about their programs to meet contractual obligations, do evaluation, and determine impacts. In short, GEMS enables programs to answer, “Is this working?” and “What should we change?”
