Planning & Evaluation Committee
The Evaluation Committee is chaired by a Board Director and is comprised of eight members to include non-Board participants.

Committee Information
Committee Meetings
The Planning & Evaluation Committee usually meets the second Tuesday of every month from 8:30a.m. – 10:30a.m. Meetings maybe cancelled or additional meetings may be called. Prior notice is always given. Please see the attached calendar for a list of all the meeting dates.
Board and Committee Meetings for FY 08/09
Responsibilities
The Planning & Evaluation Committee responsibilities include:
- advising the Board of the comprehensive evaluation of all contractees.
- reviewing progress reports, performance audits, and data collected for the Department of Health and Human Services (DHHS) and the North Carolina Partnership for Children such as PBIS and Quarterly Reporting System.
- reviewing all requests for proposals and proposals received for planning and evaluation services.
- determining if evaluation services meet Corporation expectations and provides evaluation reports to the Board as well as recommendations to the Finance Committee for continuation of activities.
- reporting to the Board on the regular evaluation such as Annual Reports and System Mapping of the Corporation.
- keeping the Board informed of local, state, and national evaluation and research efforts related to the Corporation’s purpose.
- assisting the Corporation in strategic planning.
- facilitating the active participation of the entire Corporation, those internal and external stake holders, and the planning process.
- considering national trends, opportunities, research, best practices, and external realities in relation to the current vision, mission, goals, board policies, structures, services, and outcomes for the Corporation, and makes recommendations for strategic changes.
- holding generative discussions of emerging issues and assures overarching positions of the Corporation remain in alignment to the changing environment.
Role of Chair
- Maintain order during a committee meeting.
- Conduct the meeting according to the agenda.
- Be the responsible person for presenting the committee’s report at the bimonthly Board meeting.
Role of Member
- Attend a minimum of 80% of the Planning & Evaluation Committee meetings.
- Prepare for meetings by reading materials prior to the meetings.
- Process and use information from the PFC and Frank Porter Graham evaluation and research as a foundation in their decision making process and strategic allocation of Smart Start resources.
- RSVP prior to meeting.
- Assist in special events, such as Smart Start Day, expos, town meetings, open houses, tours, or Tuesday’s for Tots.
- It is the desire that all members contribute monetarily. Members need not give equal amounts but must make an equal commitment toward helping the organization provide services.
Role of the Staff
- Ensure that proper planning is done so issues are adequately covered in the meetings.
- Prepare materials and forms.
- Solicit and compile research and promising practices.
- Compile minutes that adequately reflect the committee’s findings, conclusions and recommendations.
- Contribute to the process through their knowledge of research, the community, and the PFC fund development and public education process, although the Planning & Evaluation members make the final recommendation.
