About Planning, Development and Communications

Coordination, collaboration, and the creation of an infrastructure are not naturally occurring events. Institutions have to be put into place to ensure that necessary actions happen, and that these institutions continue to function and be supported in the future.

Planning, Development and Communications (PDC) is a department of Partnership for Children of Cumberland County. In 1997, PFC Board established the R&D Program, now known as Planning, Development and Communications, to meet the need for a collaborative, holistic approach to address critical early childhood needs and to achieve community change. The work of PDC extends to brokering new partnerships within the non-profit sector as well as with corporations and public agencies, suggesting new approaches, formulating innovative program strategies, and thinking outside existing structures and systems.

According to research “Getting from Here to There: To an Ideal Early Preschool System” published by Frank Porter Graham Child Development Institute in the Spring 2004, changing the early childhood service systems will require a common support system.

  • One technical assistance (TA) program
  • A single approach to evaluation
  • A central data repository instead of having fragmentary information of limited value.
  • A series of mechanisms designed to communicate with the diverse customers
  • A comprehensive planning unit to integrate the future efforts and needs of the various groups
  • Standards that cut across the various service delivery sectors
