Activity:    Quality Enhancement (101)
Quality enhancement (UPGRADE)   - project designed to improve quality / level of licensure for one, two, or three star centers/homes through the provision of on-site technical assistance; includes supervision for the development and implementation of customized facility quality improvement plans, coordination of available quality improvement services, and funds for needed materials or services.
Outputs: Outcome Instrument
(SS.15a.) Number of child care facilities that participate in Smart Start funded activities designed to increase their rating to 3-star or higher. Number of child care facilities that applied to DCD either a) for at least a 3-star license OR b) to increase current star rating by at 1-star by June 30, 2007 Number of child care facilities that received either a) at least a 3-star license OR b) an increase current star rating by at 1-star by January 31, 2007.  
(SS.15b.) Number of children enrolled in child care facilities that participate in Smart Start funded activities designed to increase their rating to 3-star or higher. Number of children enrolled in child care facilities that applied to DCD a) for at least a 3-star license or b) to increase current star rating by at least 1-star by June 30, 2007. Number of children enrolled in child care facilities that received either a) at least a 3-star license or b) at least 1-star rating by at least 1-star increase by January 31, 2008.
