Scope of Work for Hope VI Early Childhood Center Consultant

The FMHA Early Childhood Learning Center Consultant will advise and assist the Partnership for Children of Cumberland County, Inc. (PFC) and the Fayetteville Metropolitan Housing Authority (FMHA) in developing a framework for communication, collaboration, planning, and implementation of a model 5-star child care facility as part of the Hope VI project. Our vision is a facility to serve families through high quality, affordable child care; education and comprehensive support services; community outreach; and professional development opportunities for early childhood educators. 

Qualification:

  • The minimum requirements are
    • Master's degree in Child Development, Early Childhood Education or related field preferred.   Minimum of 5 years experience in the field of early care & education.
    • Knowledge of local and state Smart Start Initiatives and goals is a plus.
    • Knowledge of State child care rule and regulations.
    • Knowledge & experience in building child care facility.

    • Detailed curriculum vitae of individual(s) who will be providing these services including previous experience in providing the type of assistance.

Duties and Responsibilities:

  • Establish a team of individuals to lead the development of a facility business plan to include
  • Goals, needs, wishes, limitations, expectations, aesthetics
  • Scope of work (the number of children; size of the building; number of rooms)
  • Education Program (pedagogical philosophy; parent interaction; staffing)
  • Safety and security requirements
  • Site context (handicap accessibility, sense of entry, site analysis)
  • Codes and regulation
  • Budget and priorities
  • Review the site plans and advise on licensing requirements
  • Research required public approvals (e.g. land use/zoning; building code, health, safety, licensing requirements; fire clearance, insurance) and determine if the identified site will have problems obtaining these approvals once the facility development process is complete
  • Discuss project design with an architect to translate the project concept into a physical design that meets the organization's program goals and budget constraints, and that satisfies public approval requirements. Include input from parents, children and your staff when designing the project
  • Review required versus recommended elements of design for the project
  • Visit other similar facilities in and around our community and meet with other child care providers to identify successful designs and mistakes to avoid.
