Planning Assumptions: 2008-2010

Parents and service providers under-utilize services because they are not aware of them.

Current Realities:

  • Our community has identified that the lack of knowledge of available services is one of the fundamental reasons for both service delivery gaps and service underutilization.   This has been documented by the findings of the Community Needs Assessment.
    • Cumberland County is a transient community, and families with children under age 6 only remain in the community/neighborhood an average of two years.
    • In addition, it is a common occurrence in PFC workgroups, committee meetings and in the community meetings in which PFC participates, for providers and other participants to indicate they had no idea a specific service or resource was available before learning about it at the time of the meeting.
  • 71% of parents responding to the Kidstuff Community Needs Assessment reported that they know of Smart Start.
  • 62% of parents responding to the Kidstuff Community Needs Assessment reported that they know of Partnership of Children.
