1998-99:  Testing New Ideas and Approaches

  • Dr. Bertha Gorham of the Research Triangle Institute conducts the county’s first comprehensive community early childhood needs assessment consisting of face-to-face interviews with 500 families and held 20 focus group discussions with 198 participants.
  • State of the Child and Family Electronic Community begins and provides:
    • One-stop shop online information exchange center
    • Online interactive family resource guide with a listing of 150 agencies, 345 programs and 94 subjects
    • Customizable, dynamic, web-based accountability tracking system for the 30 programs funded by PFC
    • Computer-based training/education courses around family violence and child abuse
    • Outcome-based, case management and referral system to facilitate timely, efficient and effective access to child care subsidy
  • Suite 200 of Omni Family Resource Center is purchased on June 30, 1999 leveraging the funds previously used for rent.
  • The Healthy Families of Cumberland County (HFCC) which began services in July 1998 consists of intensive home visits by trained professionals to serve all new parents with services on a voluntary basis.
  • The Bank of America/United Way of America's Success By Six® program has awards the United Way of Cumberland County (UWCC) a grant of $70,000 for the implementation of a Public Awareness and Engagement Campaign. To enhance the work already underway in Cumberland County, the Success By Six® Public Awareness and Engagement Campaign.
  • PFC receives $10,861,531 appropriation
