1997-98:  Growth Through Research and Development

  • SMART START appropriation more than doubles to $8,828,699. 
  • The Shared Space Initiative, now known as the Omni Family Resource Center,is established. Along with PFC, Easter Seal Society - Cumberland County Division, Family Support Network of Cumberland County (Families F.I.R.S.T), Autism Society of Cumberland County, and Head Start co-locate in the building.
  • Board of Directors approves the Research and Development (R&D) concept in the 1997-98 strategic plan. PFC is the first Partnership for Children in the state as well as the first non-profit in Cumberland County to invest in R&D. R&D utilizes a participatory and empowerment-targeted approach to enhance service delivery and coordination.
  • In May, the NC Early Childhood Institute selects PFC as one of the five sites for a visit by 25 institute participants from other parts of the country.
  • The Cumberland County Child Care Work Force Study is conducted.
  • In January, the state level Strategic Planning Committee develops core services to guide local partnerships in developing and implementing services.
  • SMART START plans for 97-98 were required for the first time to have measurable outcomes for each activity that is conducted using SMART START funds.
