Partnership for Children (PFC) of Cumberland County, Inc. – Smart Start – is a comprehensive public-private initiative to help all Cumberland County children enter school healthy and ready to succeed. PFC is announcing its Request for Proposals (RFP) for fiscal year 2008-2010 to be submitted at close of business on November 16, 2007.
PFC support the community by helping to create responsive policies and programs and by expanding resources, for the purpose of ensuring a full range of high quality programs for children and families. PFC’s approach to grant making is focused and strategic. PFC make grants in five program areas quality child care, accessible quality child care, affordable quality child care, health and family support for children birth to age 5. PFC must allocate 30% of our budget for childcare subsidy and an additional 40% (totaling 70%) for child care related activities.

In order to be considered for Smart Start funding, you must attend a mandatory bidders’ conference scheduled for October 12, 2007. Two sessions are available – 9 to 11 AM and from 2 to 4 PM . PFC has endeavored to provide prospective partners with an explanation of our planning assumptions, strategic priorities, goals, objectives, strategies, and the work in which we are engaged. This emphasis on greater clarity reflects our respect for the effort that goes into the development of funding proposals--and our desire to be helpful and responsive to our colleagues in the field.
We recognize the constraints under which nonprofits operate, and wish to do our part to enable these organizations to utilize their resources most effectively. Because our budget allows us to support only a limited number of proposals, we hope that our expanded program descriptions and guidelines will enable would-be applicants whose projects fall outside our funding priorities to direct their efforts toward more promising funding prospects. It is our hope that the guidelines will be an informative tool. If you have questions or would like to submit a proposal, we encourage you to consult PFC's program staff for assistance.
