The Partnership for Children of Cumberland County identified eight basic principles to govern the planning activities and to provide guidance on the future allocation of funds and program development.
- Geographic location: Serving the Cumberland County area
- Target Population : children birth to five not in kindergarten and their families
- Proposed services serve children birth to five and families eligible under the guidelines of PFC who wish to benefit from the proposed services.
- Proposed services do not duplicate existing community services unless it fills a gap.
- Proposed services provide for the maximum amount of integration and collaboration possible between existing programs and newly established programs.
- Proposed services focus on service delivery at the earliest possible point of intervention.
- Proposed services have sustainability plans for securing other revenue outside of Smart Start.
- Proposed services address one or more of PFC outcomes.
- Proposed services contain a method for evaluating the outcome of all services delivered.
- Proposed organizations have prior history of services (education, training, experience, documented track record of meeting objectives, fiscal accountability).
